General Passenger Vehicle Transportation Terms and Conditions
(Scope of Application)
Article 1

Contracts for transportation under Tokyo MK’s general passenger vehicle operations are governed by these Terms and Conditions. Matters not stipulated herein shall be subject to applicable laws or general practices.

If Tokyo MK agrees to special terms within the scope of these Terms and Conditions and without violating laws, such special terms shall apply even if they differ from these Terms.
(Passenger Compliance with Staff Instructions)
Article 2
Passengers must follow the instructions of drivers or other staff members when necessary to ensure safe transportation.
(Acceptance of Transportation)
Article 3
Tokyo MK shall accept passenger transportation, except in cases where refusal is permitted under Article 4 or Article 4-2, Section 2.
(Refusal to Accept or Continue Transportation)
Article 4
Tokyo MK may refuse to accept or continue transportation under any of the following circumstances:

The request does not conform to these Terms and Conditions.

Appropriate vehicles or equipment are not available.

The applicant requests special burdens for the transportation.

If travel involves toll roads over approximately 50 km beyond the service area boundaries, Tokyo MK may charge the passenger an amount equivalent to the round-trip toll fees. The return toll shall be calculated to the nearest tollgate within the service area.

When charging toll equivalents, the relevant terms must be displayed inside the vehicle, and the driver must provide adequate prior explanation to the passenger.

The transportation request violates laws, public order, or good morals.

Natural disasters or other unavoidable circumstances prevent safe transportation.

The passenger fails to follow measures required by regulations for passenger vehicle transportation.

The passenger carries prohibited items as defined by regulations.

The passenger is so intoxicated that they cannot clearly state their destination or walk unassisted.

The passenger wears clothing that may contaminate the vehicle.

The passenger is seriously ill and unaccompanied.

The passenger is infected or suspected of certain designated infectious diseases (including COVID-19 and other new infectious diseases requiring hospitalization).
Article 4-2 – Non-Smoking Vehicles

Passengers must refrain from smoking in vehicles designated as non-smoking.

If a passenger smokes or attempts to smoke in a non-smoking vehicle, the driver may instruct them to stop. Failure to comply may result in refusal to accept or continue transportation.
(Fares and Charges)
Article 5

Fares and charges collected by Tokyo MK are approved by, or reported to, the Regional Transport Bureau.

Except for time-based contracts, fares are calculated according to the meter display.
Article 6
Payment of fares and charges shall be requested upon passenger drop-off.
(Liability to Passengers)
Article 7

Tokyo MK is liable for damages caused to passengers’ life or body due to the operation of its vehicles.

This does not apply if Tokyo MK or its staff exercised due care, a third party caused the damage intentionally or negligently, or the vehicle had no structural defects or malfunctions.

Liability begins when the passenger boards and ends upon alighting.
Article 8
Tokyo MK shall also compensate for other damages incurred by passengers during transportation, unless it proves it exercised due care.
Article 9
Tokyo MK is not liable for damages caused by natural disasters or other unavoidable events resulting in temporary suspension or operational measures.
Article 10
Passengers are responsible for damages caused by their own intentional acts, negligence, or violations of laws or these Terms and Conditions.
